C301: Green Finance & Climate Budgeting: From Strategy to Execution
Course Introduction
This course demystifies the complex architecture of climate finance. Government officials learn to navigate international funds like the GCF, align national budgets with climate goals, and deploy instruments like green bonds. Bank executives, CFOs, and fund managers gain the frameworks to assess climate risk in portfolios, structure green financial products, and capitalise on the multi-trillion-dollar opportunity in Africa’s green transition.
Course Objective
The course aims to build the capacity of finance leaders in government, corporate, and investment sectors to strategically allocate capital in a transitioning world by mastering the architecture, strategy, budgeting, and instruments of climate finance. Specifically, the program will enable participants to:
- Navigate global climate finance: Understand and access international funds, multilateral development banks, private capital markets, and philanthropic resources.
- Design national and corporate strategies: Shift from project-based approaches to programmatic investment planning, develop pipelines of bankable projects, and establish accredited implementing entities.
- Integrate climate goals into budgeting: Apply methodologies for tracking climate-related expenditure, embed climate objectives into budget cycles, and align financial management systems with sustainability targets.
- Deploy innovative financial instruments: Utilize green bonds, debt-for-nature swaps, carbon pricing, and blended finance to mobilize resources for climate action.
